computer challenged: POSTgreSQL packaged downloads...

once you've downloaded PT3 with PostgreSQL, is it necessary to upgrade to the next beta version of PT3 w/PostgreSQL? or can i just download the version w/o once it's on my notebook?

You only need the version "With PostgreSQL" if you don't have PostgreSQL installed on your computer.
