About monarcos Fold F Cbet in resteled Pot, question

Hi,
i have a question about monarcos custom stat "Fold FlopCbet in restealed Pot" (page3 in the statistics repository) he notes that this stat will show the percentage a player folds to a continuation bet on the flop when called a restealed preflop (in wich he was the stealer).
But if i looked at his solution i noticed that he only devides the: fold flop to cbet after calling "A" 3bet preflop - by - the opportunitys the player has to do so. BUT iam not sure if he catches 1. only 3bets coming from the BB and 2. only the situations he allready made the stealraise.

Am i seeing this correct or not?

The definition doesn't mention only 3-bets by the BB, and for that matter, it doesn't mention that they actually made an initial raise (although, granted, it implies the second..).
