I am not able to locate Application Stack Builder on this step:

After you install 8.3 there is another window that opens called the application stack builder. If you have closed this window, you can open it again using the Start menu > Programs > PostgreSQL 8.3 > Application Stack Builder.

The only options I have are:
Configuration Files
Documentation
Command Prompt
PGAdmin III
psql to postgres
Reload Configuration
Start Service
Stop Service

Go to the C:\Program Files\PostgreSQL\8.3\bin folder. Do you see a file there called StackBuilder.exe ? If so, double-click on it to run the program.

Download this version of PostgreSQL 8.3
http://wwwmaster.postgresql.org/downloa ... .3.1-1.zip

Extract all the files out of the ZIP file and then run the MSI installer.

When you get to the window that says "Initialize Database Cluster" at the top left corner, UNCHECK that box and then click the Next button.

After it installs, then see if you can find that file.

Ok all this has worked so far, but when I go to select the box next to "psqlODBC v08.03...." in application stack builder it is grayed out and I am not able to select it. Should I select something else?

Ugh. I don't know why those didn't get installed.

Go to the c:\program files\postgresql\8.3\data folder and delete it.

Now, reinstall 8.3 again. This time, when you get to the window with "Initialize db cluster" at the top left, leave it checked and just continue on. At the end of the install, I believe this StackBuilder window will open automatically.
