New Computer - cant find "unicode" selection

Hi Guys!
I bought a new computer and I tried to install PT2 and postgres (i know this might be a postgres problem?). I cant get to the dropdown to choose unicode as Im used to do it
on the other computer - has something changed in postgres? Do I have to install it in another way? (just clicked it through / everything by default)
