Help with this database error please (2.17.02a)

New issue:

When attempting to vacuum/full analyze or import pokerstars hands im getting a database error.

"7- SQLSTATE = 42501
ERROR: could not open relation 1663/24778/24828: Permission denied;
Error while executing the query"
