Att to steal stat seems broken

I use Att to steal in my hud and a villain came up with 46% in this stat.
I checked his postional stats and something seems to be amiss.
If he is raising first in from the CO 21% and raising first in OTB 17%, how can he be attempting to steal the blinds 46%??!

Because attempt to steal is only calculated based on the number of hands when it's possible to steal whereas the %'s on the other numbers are based on all hands dealt.

Thanks for the response pat, hopefully I can get a little more clarification though. I don't know how to interpret the "Raise First In %" stat. The status bar on a mouseover reads "Percentage of times player raised when they were first to enter the pot from this position." This is where I get confused. The wording makes it sound like it means the percentage that the player raised when they enter the pot when folded to, or in other words, the number of open raises divided by (number of open raises + number of open limps.)

So for example, a player is folded to 100 times on the button, he folds 70 times, raises 10 times and limps 20 times. So "raise first in %" OTB would be 33.3% (10 out of 30)? This is how I would interpret it given the wording in the status bar. His Att to Steal would be 10% here.

I'm pretty sure the status bar text is just worded strangely and causing my confusion because I know that is not what Raise First In % is giving me, but I just can't figure out what it is giving me.

Say you played 100 hands. Of those hands, there were 10 where you had the chance to steal.

RFI is calculated as times you raised when first in / 100
Steal is calculated as time you raised when chance to steal / 10

So one is based on total number of hands regardless of the situation where the other is situational and only uses the hands when it was possible to steal.
