error message when importing tournaments

I've been getting this when trying to import tournament summeries.

A database error has occurred.

DBCode: 7 Error Test: SQLSTATE = 22P05
ERROR: character 0x90 of encoding " WIN1252" has no equivalent in "UTF8";
Error while executing the query



Any help would be appreciated.
