After the housekeeping try rebuilding your database cache via 'Database -> Database Management -> Rebuild Cache -> Full Cache Rebuild'. This may take some time depending on the size of your database and your computer specs. If that doesn't change anything then reverting to PostgreSQL v12 may resolve the issue for you as some users are currently experiencing slowness with PostgreSQL v16. If the issue persists on PostgreSQL v12 or if you wish to follow up on your PostgreSQL v16 install then please reproduce the issue and attach your support bundle to a Support Ticket where a technician can review your logs and follow up with you.
